Herat residents, however, are doubtful about the completion of the project. Experiences of the past 10 years have shown that Iran has not been fully sincere with regards to infrastructure projects in Afghanistan.
Although an Iranian company called Abad Rahan has commenced serious work on the project, Herat’s Head of Public Affairs Habibullah Taimuri says that the completion of the project is in the hands of Iranian government.
As per the contract signed between Iran and Afghanistan, work on this project should have commenced in 1385 (2007) and completed in 1388 (2010); however, the work was delayed for 2 years due to various reasons.
Mr. Taimuri said that the problems that existed from Afghan government’s side have been resolved.
Herat experts say that projects in western Afghanistan that are not in particular of any profit to Iran are postponed for different excuses.
Wali Mohammad, an expert, says that Iranians try to somehow prevent various infrastructure projects to be implemented.
Iranian Council in Herat has been approached by the experts for this purpose, but they refuse to respond to the questions.
According to the reports, 70km of the railway is situation on Iran’s soil and 60km on Afghanistan’s.
Economic experts say that with the new railway track Afghanistan will be connected to central Asia and Europe, which will bring great benefit to the business sector in Afghanistan.
